Odd Place for a plug?

Ok, checked out Por 15, one of the notes in the directions is this:

10. POR-15 should not be applied over other
paints. It is UV sensitive and must be topcoated
with an opaque paint if left exposed to
the sun.

Most of the bottom of the cab has paint on it, despite the rusty picture (hard to believe I know.) Has anyone gone against Por's directions and painted over factory paint?

I just bought a gallon of Herculiner White to paint the bottom of my rockers (I would have bought a quart but they do not sell it in a quart anymore....grrr) If the Por 15 is not a good option for the bottom of the cab, would the Herculiner work just as good or be a good replacement?
