Torque Management & SCT
I'm biased since I got rockers first, and I'd do it again. They are my hands down favorite modification.

Rockers will run in the neighborhood of 300 bucks. Summit has them for 349.00
Given the choice between rockers, and the tuner, I would go with the tuner.

I did them at the same time, so any improvements are hard to isolate- but my gut tells me the SCT is hands down the better of the two..
the rollers give me a lot of confidence that my engine isn't going to fly apart.. they are much MUCH smoother during acceleration. There is hardly any noise at all from the valve train.. watching the rpm gauge confirms that the revs are smoother as well.. it revs quicker.. I can't speak of any HP gains, but I suspect they give a little kick all by themselves and w/o a tune.. They are PCM friendly, so yo don't have to worry about your truck freaking out on you when you install them.
The tuner is worth the $$ just for the reduced torque management feature alone imo.. add to that the tunes reduce pinging while advancing the spark (and why it's my opinion running 93 on a 91 tune is the better option- but opinions vary), and while saving you gas at the same time..
It's all about what you are looking for.. Nobody here, I will wager, is going to think you're making a wrong move no matter which you choose to do first.. doing either without addressing a weak plenum gasket WILL draw some fire though..

Doing plenum this weekend, along with Kegger MOD and other stuff as well. It looks like the tuner is what I'll get. I may purchase the rockers in a couple of months or so. This should give me a real good start. Appreciate all the great wisdom.
Get the tuner, the gains are about the same as the rocker arms, and the tuner doubles as a code reader and code clearer as well.
Let me be clear: it reads CEL codes, it doesn't tell what to do to fix them or what might be causing them. That's up to the mechanic to figure out.
