Front axle central disconnect is all vacuum powered, with the engine running, see if you have vacuum at the front axle. (there are two lines, one should have vacuum in 2wd, the other should have vacuum in 4wd.) If you don't have vacuum there, work you way thru the system till you find out where it went.

yes, i think it will sort of rotate back and forth some. its just a vacuum diaphragm, attached to a shaft with the fork and collar attached.
the best way to get familiar with it and troubleshoot it, is to put the truck up on 4 jack stands and play with it. notice how right front (passenger) free wheels in 2wd, and locks up with the front drive shaft in 4wd. also since you have an open diff, when spinning tires by hand - one will turn backwards. you'll have to have the engine running in order to get a shift. but when you turn the engine off it'll remain in that 2wd or 4wd position.
