Ok, so, everything is set up correctly, fuel sync is correct, cam should be installed correct..... You have adequate fuel pressure, but, manifold vacuum is WAY higher than I really think it should be...... not sure what thats all about.

I am really running out of ideas here. Can you do some data logging with the engine running??

I know your looking for an easy fix, but if it was me, I'd pull it apart and confirm. Especially since you said the Mechanic lined up the dots. I don't know, that's just me. Plus , I really don't think KRC would be giving bad info. Need to confirm, that's all I'm sayin'

I think I'm gonna talk to Hughes about the timing tommorow since they built the cam. If I still don't feel confident about it I will pull the timing cover and check it out. Im not very good with computers or scanners but I do have access to the tools to do data logging so if you let me know what exactly you want me to log I can do that

As much information as you can get me. At the very least, the key sensors, cam, crank, map, tps, ect.

Those sensors will still read correct when the motor is running. If I'm wrong about the whole thing, I'm wrong, simple as that. But, This timing gear thing needs to be confirmed like I said. Until then, I think we are spitting in the wind.

You have a very valid point zman. I think cam timing being wrong would account for the high vacuum as well......

I will talk to Hughes tommorow and see what they have to say and I'll take it from there if they confirm the timing is off I will pull the timing cover and see what's what. I have built LA engines and timed them in the same way it was done on this engine us this procedure of setting em at 12 and 12 only for the magnums because I set up LA engines at 6 and 12 and had no trouble. This is my first build of any engine with this much computer involvement

That is the misconception, dot to dot on an LA is correct, as in old school. Magnum, not so much.

I think I'm at least on the right track, And I think you had something there with the 30 vac.(which is what made me think of the sprocket's/timing) But, don't forget it's a boost gauge he's going by. Would be nice to know the real vac in any case.
