on the drain plug, you'll have to mount it in one of the flat panels that are stamped into the bottom of the pan. also watch out for clearance of the solenoids in the rear. if you can line up the drain plug and avoid these problems, that great, go for it.
otherwise, you can weld up a hole if you have enough metal to work with. but - its pretty thin, so if its rusted out, you may not have anything left to weld, and JB Weld might be a better choice. that stuff is amazing and i've used it to fix gas tanks, mufflers, porcelain toilets, ...etc.

Blowing out your toilet on a midnight bombing run and devising a MacGyver type fix with items you had in the garage is a bit more than I'd share with the forum, but if you're fine with it, who am I to judge? I assume incorporating the muffler and "gas tank" into this toilet contraption were for the family's benefit.
