steering still stuck

steering still stuck
i just got done replaceing the steering gear box on my truck but the steering is still stuck. when its in the air it turns just fine. my initial thought was power steering pump but there is fluid moving through the lines. whether its enough i dont know. normaly without power steering u can turn pretty easily going down the road but gets stiff when u slow down. on mine its stuck both moving and not moving. tie rods all look good, the wheels are nice and straight. ball joints look good. all the lines are replaced. the steering column is able to turn no problem. i cant figure out whats wrong. please help.

It sure sounds like the pump to me. And it's not just the volume of fluid, it's the pressure. Sounds like yours isn't putting out very much.
Did it also feel like this before you replaced the box?

A functioning power steering pump puts out 1,000+ PSI. Fluid will move through the lines at 1 PSI. Simple enough to test how much pressure it's putting out, if you can scrounge a gauge.
