Exclamation horn doesn't work and smoking! help!

hi there im having a problem. my horn doesn't work, cruise control doesn't work the airbag light is not on so im not sure if this is a clockspring problem or not? when i do try to honk the horn it seems to drain the power down some (lights dim etc). and the other day i was pressing one of the horn buttons and kept pressing it and i smelt a burning smell and smoke was coming out of my steering column right behind the steering wheel.
my truck is a 96 ram 2500 4x4 5.9L
thanks for any help im new to this site, you have helped me out a lot allready

You have a short in the horn wiring somewhere, and probably too big of a fuse as well. Verify you have the right size fuse, then disconnect BOTH horns, and hit the button, see if the fuse blows... If it doesn't plug in one of your horns, and try again, see what happens, if that works fine, unplug that one, plug in the other one, try again.

The wires in the tilt column are known for shorting out. What HeyYou said about too large capacity of a fuse is correct too. Get it fixed before a surprise BBQ happens!

Gonna have to do some testing for the cruise then. May be bad switch, or clock spring..... or something as easy as a fuse.
