I havent checked the cat yet, but the dizzy is on correctly. What else can i check?
Does anyone know how to actually make it set the fuel sync, instead of just watching it on a solus pro?

That IS the correct method. Being your readings were between 0 and -2, that falls into the acceptable range. (+ or - 7 degrees) You 'set' it, by moving the dist. You don't need to do that.

What EXACTLY is happening at 3K RPM? Does it pop and sputter? Does it act like it is bouncing off the rev limiter? What?

Its like it just hits a wall, at around 2.5k rpm it starts getting slower, and at 3k rpm it growns and just stops reving any higher. The truck has very little power, and if you go WOT while underload (like going up hill) it just growns and doesnt pick up speed.

Also, do these trucks have a park/ neutral rev limiter?

You replaced that damn cat yet? Because it sure sounds like the issue.

Judging by your last post. You've got a timebomb with that cat.

It will if the cats plugged up, but that's not a fix, it'll run rich without the front O2 sensor. It just helps determine whether it's plugged or not.

I am just on an old country boy, but how can you rule anything out without doing anything? Ruling out suggestions is not very effective....
