Replace the hose on that front one, and see if that solves the low flow problem.

To reset the p-valve, grab a friend, have them pump up the brakes, and hold the pressure, then crack open one of the bleeders. Might take a couple shots to get it to move.... if doing one end a couple times doesn't get it, try the other end of the truck.

ok! update. i ordered the rear hose and when it finally arrived it was the center hose not the caliper hose. i have called every part store within 50 km of me and nobody has the hose, not even the dealers. i have now ordered it from Oregon and have to wait again. i went to the wrecker to see if they had one but no luck there either. why does nobody have these in canada?

got the new hoses, installed, flushed entire system again. all bleeder shoot fluid but still caliper is locked up. i was debating flipping the calipers to the other side to see if the caliper would stick to but i'm wondering if it would even work properly being that i wouldn't be able to bleed it properly. could i maybe switch it with a front one?

Does the caliper release if you open the bleeder?

nope it stays the same. its not locked up solid but definitely to much drag. last night i decided i would just put the truck in gear and let the truck idle for awhile and see if the brakes heat up. nothing happened. its like as soon as the truck rolls it lets off enough to not cause a problem. i did it a few times with stops and starts and it stuck once. maybe just a bad caliper again?

Does the caliper slide freely on the mount, are the stainless steel clips installed, are all sliding surfaces clean from burrs and greased?

Yup, i even took everything apart and re did everything again because i thought maybe i had missed something. I decided to drive the truck and see what happens. I did some small runs around town with no problems and then the wife took it to work which is 130km round trip. The wheel get warm but no where near hot. I think im going to leave it for a bit and keep an eye on it. Thanks for everyones help. Ill post back if something changes
