Well, you have an OBDI PCM, so, no tuner for you. Might try and find a Mopar Performance PCM though. Aside from that, the Harland Sharp 1.7 roller rockers are good bang for the buck, (around 300 bucks) and are a simple bolt on. Headers wouldn't hurt either. Keep in mind, that you need to address the horribly restrictive stock cat to get the full benefit of the headers.
Those should help in the power department. Probably won't have a lot of effect on gas mileage though. Fixing the plenum would help the most on that score, and that MUST be done before moving on to other things.

Ok awesome yeah the plenum will be the first thing on my list.
Is there any other way to know for sure its bad other than pulling the throttle body and checking to see if theres oil pooling? Without tearing it apart?
Cuz as of now I'm not having any symptoms of a bad plenum only because i just changed out the cat and o2.
And what about getting my cams reground would that also help in the HP?

There's a good write up on modifying your kegger in the FAQS, DIY section. While you have it off to fix the plenum would be the time to do it if you choose to.
"After installing my modded kegger, I can tell a nice gain in power in the middle to upper rpm range. It pulls much harder all the way through the shift points. I also need less throttle to accelerate up to highway speeds."
There would be more downtime this way, or you could get an EGR kegger from a JY to modify and just swap them out. Most of the expense would be labor and effort if you decided to do it.
