Default 1999 Dodge Ram 1500 won't start

Alright, So I have a 1999 dodge ram 1500 5.9L engine. I have run into a little bit of a dilemma. The truck doesn't start, It turns from the starter and that isn't the issue. I have tested the schrader valve and it sits comfortably at 47-49 psi with the key in the on position. I have tested the fuse for the pump relay and it is operating fine. I am under the impression that the fuel pump may not be working anymore. However, when I cycle the key you can hear the fuel pump engage, but it is just a quick whine. I am not sure if that means the pump is still good or not. The only thing I haven't done yet is to drop the tank and check the pump harness with the voltmeter. Any input on what to do next to make sure I don't waste 240 bucks on a fuel pump that doesn't need replacing. I would greatly appreciate any help.

If you are getting the 49 psi with a pressure test, I'd say the pump is ok. Do you have spark?

And a good strong one at that, if you do have good spark and good fuel pressure, "unscrew" the precat o2 sensor from the front of the cat and see if it starts.

the fuel pump prime should only be heard for no more than 3 secs, can be as short as 1 sec if you cycled the key more than once without starting. i would also be looking else where make sure the other components are present.

Alright, So previously when I had problems with the starter I had tested spark on all 8 plugs and all 8 had nice strong white connection. So I had assumed that they would still be good (assuming isn't very good). I just checked all 8 plugs again. 1 and 2 were very wet. 5 and 6 were damp. I only possibly saw spark on 7, but if I did see it; it wasn't strong. So once again I am stuck. I am not very savvy with these parts, but I am learning. I'm not sure how to check the distributor cap or where to look next. I appreciate the help so far and anymore would be great. Thanks

I would assume there is something wrong with your ignition, because if you have 47 psi your pump is working, especially since you can hear it prime when you cycle the key. Since you said your plugs were wet I would think those cylinders are not firing, you should have a bright blue spark.

I would check your distributer cap and rotor before spending any money. If they look bad they are pretty cheap to replace I got both for like $15.

Something else too: from what I've been seeing around here, the coolant temp sensor, when bad, can cause a faulty temp reading (to the tune of -40 degrees), thus causing an excessive amount of fuel to be dumped in the cylinders. If a check of the cap, rotor, wires, and plugs is good, that'd be my next best guess. The wet spark plugs is what sent me down that diagnostic path

Alright, I took the distributor cap off. The plugs under the cap were oxidized, but there was no black streaks or charring from volts jumping. I replaced the cap and now have spark, white/blue connection on all 8 plugs. It still wouldn't fire up. I removed the precat 02 sensor that was mentioned above, that made no difference. I found the coolant temp sensor and removed it. Cleaned it up and put it back on. I wasn't exactly sure how to test it and I'm not going to replace it without knowing for sure. I am trying to troubleshoot this myself to save money (since there isn't that much left for the populace in america). So, once again I am stumped. I have spark but no fire. I tested the distributor with my ohm meter and from the directions I found online it appears to be operating properly. Anymore help would be appreciated.

Not really sure how to test the ECT but I just replaced mine a couple of days ago and when mine was bad I could actually smell the extra gas being dumped in when I went to start. Also probably wanna go ahead a pull the IAC and clean that up as well.

Stomp gas pedal to floor, hold it there, crank engine. See if it starts.

The truck wants to start, If I pump the gas pedal and hold down the pedal while i'm cranking it tries to turn over. But It won't fire. Is there a problem I'm missing that is preventing my cylinders from firing? I don't smell excess fuel, I have tried using carburetor fluid to start it. Just can't figure out why it won't ignite.
