Probably dry rot. It IS 16 years old.

Check ALL the vacuum lines in the evap system. Including the fill tube, and vent line on the tank. Make sure the canister isn't cracked, or puking charcoal into the lines.

I have taken a decent look at the line and when i was checking how tight the lines were to the evap canister i pulled off the small line and it had charcoal all up in it, poured a little out. Whats that mean?

the charcoal part should be sealed and should not be up in the vac line. i think that means you need a new one from the junk yard.

here's the p0441 info.

Yeah you can't find any charcoal canisters in the parts stores or they're like $200 from chrysler. The 94-97 and the 98-02 are different.
