Directly from the 2001 Service Manual:

(3) Install the new hub/bearing nut and tighten
to:
² LD 1500: 251N·m (185 ft. lbs.)
² HD 2500/3500: 380 N·m (280 ft lbs.)
They don't differentiate between 2, and 4 wheel drive.

Next, they talk about the caliper bracket bolts:
(5) Install the caliper adapter assembly (Refer to 5
- BRAKES/HYDRAULIC/MECHANICAL/DISC
BRAKE CALIPERS - INSTALLATION), and tighten
adapter bolts to:
² LD 1500: 176 N·m (130 ft lbs.)
² HD 2500/3500: 285 N·m (210 ft lbs.)
Think that's where folks are getting the lower torque value from?

Sounds like your hub may be defective, as it should turn freely without the wheel on it after it has been torqued to spec. Who is the manufacturer of your new hub assembly?

if the engineers built it with torque specs in mind, its probably a good idea to do as they say when fixing things, especially when it comes to wheel hubs or bearing caps or intake manifold bolts and other important things.

to the OP, take the hub back, try a different brand or parts place like other have said. Your torque wrench isn't out of adjustment is it?
