The previous owner put a different engine in it and he couldn't figure out why it would run fine for 10-15 minutes of driving then stall and wouldn't start for 30 minutes to an hour. When I got it it seemed to run rich idling at 1000 to 1200 rpm and having a strong gas smell.
Did he replace it with the same displacement engine? Putting a 5.2 in a 5.9 truck may cause some issues if the pcm wasn't changed also.

No both engines were 360 he replaced the other one because it started burning oil. What's the best head gasket test? Could that cause the spark plugs to foul out? Would this be an easy fix? Would engine have to be removed?

Do a compression test first. (dry, then wet) See what your numbers look like.

Another test you can try, is just start the engine up. Then go squeeze your upper radiator hose. If it is Hard as a Rock, even on cold startup, that's a sure sign compression is getting into the cooling system.
