The part sticking out of the cogged pulley? Grab it with a pair of vice grips, and then try and hammer it out. I am going to guess that the threads in there are trashed though, so, before you try and run a bolt into that, I would run a bottoming tap into it first.

Ok.i guess hit it from underneath is my best bet.i was thinking the threads r messed up.how do u get that collar off.the shinier looking one

Isn't that the crank snout? The pulley should just slide on over it..... Of course, if it has been there a while, it'll be reluctant to come off.

The pulley came off but those 2 pieces r not moving.that cog looking piece just breaks when i try to use a puller

No. Don't cut it at all. Grab it as far out as you can, set the vice grips as tight as you can, then try tapping it with a hammer such that it is trying to knock it as straight out as possible.
