Pin 30 in the relay socket should always have 12 volts. (fuse 8 in the PDC, 20 amp)
Pin 86 should have 12 volts when the ignition is on. (fuse 9 in the side of the dash, 10 amp.)
Pin 87 is controlled by the PCM, PCM grounds that circuit to engage the relay, and run the pump.
Make sure you have voltage where it should be, key on, engine off.
See if the PCM actually grounds the control side of the relay when you first turn the key on. (having an extra set of hands makes this easier.)
See what ya got.

Well, it seems that everything that is supposed to, is getting power, but, you still aren't getting power back to the pump..... that implies that the PCM isn't triggering the relay..... Maybe...
So, try this trick: Put the red probe on the batter positive terminal, stuff the black probe into pin 85 of the relay socket, and have someone else turn the key to "On". You *should* see 12 volts for about 3 seconds.
