Do you get power back to the pump with the jumper in place? Does the pump have a good ground?

I should add when I put the multi meter in the fuel relay it read 12.0 volts but when I put the multi meter to the green/blk wire leaving the relay it read something like 0.16

Pin 30 in the relay socket should always have 12 volts. (fuse 8 in the PDC, 20 amp)

Pin 86 should have 12 volts when the ignition is on. (fuse 9 in the side of the dash, 10 amp.)

Pin 87 is controlled by the PCM, PCM grounds that circuit to engage the relay, and run the pump.

Make sure you have voltage where it should be, key on, engine off.

See if the PCM actually grounds the control side of the relay when you first turn the key on. (having an extra set of hands makes this easier.)

See what ya got.

Ground black somewhere, battery is fine, red probe goes into pin 30.

Ok. Pin 30 had 12 volts but with engine cranking it dropped to 10 volts.
Pin 86 was @12 volts ignition on
and pin 87 shows nothing with ignition off and on.

Ok, that all sounds good.

Did you test 87 with the relay installed?

No I did not how would I do that by putting a piece of wire in the 87 slot and putting the relay back in and test that wire.
So with the testing I did this morning does that indicate that the computer is good?
whats the next step? I really appricate you taking the time to help me.

Well, it seems that everything that is supposed to, is getting power, but, you still aren't getting power back to the pump..... that implies that the PCM isn't triggering the relay..... Maybe...

So, try this trick: Put the red probe on the batter positive terminal, stuff the black probe into pin 85 of the relay socket, and have someone else turn the key to "On". You *should* see 12 volts for about 3 seconds.
