Depends on where you are putting your probes for the test light. You WILL see power at various grounds, because some stuff is always on, (always has power) and electricity will take the path of least resistance. So, if you have your clip from the test light on the battery negative terminal, yep, that's the easiest path to ground.

Yeah, I don't think you need to test that any further. You have power there, without a doubt. Which ground were you getting it from?
We had a rather LOUD storm roll thru here last night... Unfortunately, it was while I was trying to sleep.... and one of my dogs (Kia....) HATES thunderstorms.... so she isn't sure what she wants to do. When we are in the bedroom, she acts like she wants to go outside, but, offer her the opportunity, and she looks at me like I have lost my mind. (you want me to go OUT THERE??????? Nottafarkingchance.) I ended up just making her lie down with me, and rubbing her belly till she relaxed enough to go to sleep. No. My dogs aren't spoiled. Not at all.....

Yeah, I don't think you need to test that any further. You have power there, without a doubt. Which ground were you getting it from?

As I'm typing this today, its now raining cats and dogs again and lightning and thundering again! I swear someone up there doesn't want me to get this truck to run. When I used the test light I got power going to the fuse box on both straps from the battery positive and negative. Went even further and test them with a multimeter got 12 volts on both. Like I said electrical is my weak point, but this does not sound normal to me that the black ground strap going into the fuse box would have that kind of voltage.

Yeah probably so, but I noticed its reads 12 volts like the positive strap when I measure it with a multimeter

OK so I had a little time today and I figured I'd start from the top as they say, "always check the fuses first" which I did again and somehow I must've missed the fact that the fuse for the oxygen sensor is the only one not getting power keys on or off. So I checked it with a test light and found it was grounded. I further did a continuity test on the pin for the sensor that connects to the battery for power, and found it had none. Would this be the cause of a no spark possibly? I figure the oxygen sensor working with the ignition coil, and fuel injectors to provide the ECM with a signal at startup is an issue. I'm assuming that the oxygen sensors not providing any information do to the lack of power prevents the ECM from sending spark signal to the coil. Correct? If so, I'm glad the issue is on the connection between the fuse box and the battery because I was not looking forward to crawling under the truck.
