Valve covers are steel, aren't they? I would be tempted to use a wire wheel on a grinder, or drill. (wear eye protection please. Getting those little wires removed from your eyeball is not precisely 'pleasant'.......)

Yea Its steel, but I meant the other surface that the valve cover lays on, will be to hard to get in there with a grinder. Especially all the way in the back.

Oh, the head side. Yeah, getting to the back side of that is gonna be fun.... It's cast iron, so you are not likely to damage it. So, use whatever you have to, to get it clean.

Alright gonna cover everything up real good and just go at it with a wire brush.
