Obd 22 is shown for my 1996 dodge ram. mfr date 3/96 so it maybe they switched to obdii later that year.
22 Engine coolant temp sensor out of range is all can find on this code
throws no other codes. when truck is hot I either I cant start it or it takes a lot of cranking then it barely starts.
See page 14-53 in the service manual for a table of what the coolant sensor resistance should read at different temperatures. Best way to check the sensor.
Also check that there is no short to ground from any of the terminals.

just replaced them. then I got the code. I hear air hissing sound (fairly loud when I try to start. it does start but takes several seconds of cranking. it might stall as I hear the hissing while it's trying to run. then the hissing stops and the truck can be driven. when it is at op temperature it will not start again until it cools off some.
someone told me it's a head gasket. I disagreed and said it would never run right while driving.
is this the stepper motor? see attached.

That is it! You might want to try and pin point where the sound is coming from. Have someone in the truck and you try to see exactly where it's coming from. Also try to keep it in the same thread as it gets confusing answering two different threads

I was thinking if it's intake, couldn't I spray starting fluid towards the Hiss and if I find it wouldn't the engine rpms increase?

I had luck and no luck with that. Someone's the computer can compensate quickly enough that the RPMs don't go up, sometimes they do. Had a vacuum leak on my 01 360 and my 07 Hemi neither would rev. It was a substantial vacuum leak. Give it a shot though and see what happens.
If you are getting temp sensor codes, need to have a good look at those. Plugging in a scanner, to see what the PCM thinks temps are at, is a good idea.
Cleaning the throttle body wouldn't be a bad plan either.
