Default 46re trans issues?

Hi i updated my post on an older thread so It doesn’t get much attention so I’m just gonna go ahead and post this. I have a 98 Dodge Ram 1500 5.9 4wd with a 46re. I sunk it in a water hole one day so I had to replace it. I put a new trans in and turns out the new trans only had first and reverse. So, I decided to overhaul my old transmission that was swamped. I rebuilt it with new torque converter and flushed all lines. I put the old rebuilt trans in and it shifts great. Moved under its own power. But, the problem I’m having is that it won’t down shift on its own. When coming to a stop it will sometimes stall and die or it just will take off in third. Furthermore it shift sort of quick. A lot quicker than id like. Second gears rarely used. Also, it doesn’t seem to down shift when I accelerate it just kind of stays in overdrive or 3rd. It doesn’t kick down. But sometimes just sometimes it will. So I’m asking really why could be the problem? I’ve heard maybe the TV cable or the valve body. I also am wondering if it’s the bands. I adjusted the bands to what I THINK was right but I’m sure they could be off. Any ideas would help. If it’s a TV cable I’d need to know how to adjust it. If it’s the bands I’d need a clearer instruction on how to install it. If it’s a definitely determined part I’d like to know due to the fact of I don’t have a lot of money and fluid sure isn’t cheap. To include I’m not sure if this helps anywhere but before the truck originally messed up the speedometer would either read 0 or it would bounce and give completely wrong reading. It still does this and I’m not sure if it’s a coorelating issue. All help is appreciated thanks.

The speedo being off will affect the shifting. It's most likely the speed sensor that is bad

Is the TV cable hooked up? Adjusted properly? Are the internals correct?

I’m not sure where the tv cable is, and the internals should all be correct. And I’m not sure how to check if the tv cable is adjusted properly

Throttle Valve cable. Runs from the throttle body, down to the trans. If you don't have a service manual for your truck yet, get one here, adjustment procedure is in there.

If there is any slack in the cable, it needs adjusted. Need to make sure it is hooked up on both ends, moves freely, and actually influences the lever on the trans. Having a second person help with this exercise makes life a lot easier.
