Nope, gonna be something with the governor stuff, or the valve body itself. The external leak you have is a separate issue.

lord this is gonna be fun lol. So I know it’s not good to run used fluid but I’m on a budget. So if I drained the trans into a brand new clean bowl could I reuse it? The truck has maybe 50 miles on this fluid and everythings new to the internals of trans to torque converter to cooler lines

If you can keep the fluid clean, go ahead and re-use it.

also, on the TV cable thing.... I crawled under there and was disconnecting stuff and unhooked it, now if you move the tv cable from the throttle the lever moves with it on the transmission, now with that being said, it feels like there’s slack in the attachment to the shifter itself. I’m not sure if it should have any play, but what I’m feeling is, is I can move the rod freely about an 1/8 to a 1/4 turn and then it catches with tension and it feels like it’s catching? Is this just how it’s supposed to be or is it flawed?

Probably more going on in there than meets the eye. I would take a very close look at the mechanism for the TV cable, I don't think there is supposed to be any slack there at all. When you have the pan off, see what things look like.

pans off, fluid looks fine, small amount of sludge on magnet, mind you I just did rebuild this trans not even 100 miles ago. I’m not seeing much for the tv cable but I also ain’t no mechanic

OK, so this is my donor trans valve body. It also has slight play in it. Here’s a picture and in the background you can see a lever stops from a screw going back and also stops going forward from a plunger? So I believe the slacks there for a reason?

Don't see a pic......

Check thru the service manual, and see what it has to say. Might also check out some of the transmission bench vids on youtube, for the assembly part of the job. They may have some insight on how much slack there should be.
