It can if it’s broken and wedges the TC to stop rotating , but I’d say it would not be drivable if it were that bad

If the flex plate is broke, it's also possible is made contact with the crank sensor...... not a good scene.

Also, keep in mind that the crank rotates twice, for each ONE revolution of the rotor in the distributor.
