Weird Starting issue
I took pictures ahead of time after cleaning off enough for hook ups removal. I did notice though the black part of the line from the regulator while in place was kinked ( Before removal). I am going to try and fix this issue when putting it back in or try. It looks to being some type of hard plastic molded onto the line. This means it may require to lift the bed to get in there to access that line and adjust it to remove any kinks. I will get some good pictures once I clean up that area in the frame where the connections are.
I did get in the tank and found it wasn't a penny but a cardboard circle like you would see when you remove a bleach cap. Also found a snail shell and a good amount of small trash like old broken leaves. Either way all that will be gone and a nice clean tank for the new pump. If not clean anyway that voids the pump warranty. I expected maybe sludge or sentiments but some of this debris makes me scratch my head on how it got there to begin with? This gas will be strained and tanked for lawn lower use.

Well failure at this point. Cleaned tan, installed tank and all connections. Reconnected negative on battery and nothing. No pump sound at all. Checked fuse and even swapped for another nothing. My guess as this point is either the power connection that fought me like hell to get off or a bad pump. Since its both late and my frustration level is up. I will have to wait till this following weekend to drop the tank low enough to take the power connection of and try it on the old pump. Need to get a test light as well since I can't find mine. I looked at the connector when I took it out and it look good and clean didn't see any damage to it. I will update when I get back to it.
I actually dunno if there's a fuse (I believe you) but there's a "fuel system" relay lower left as you're standing at left fender. It loves to overheat on our '02 CTD and throws a code for loss of comm w VP44 pump. I haven't seen the same relay cause significant problems in gassers but any relay CAN fail
Your "cardboard" sounds like the seal on Seafoam or injector cleaner

Yeah it did look like the cardboard from something that.
The tank definitely needed a good cleaning as you can see.
I'm not sure how you would determine this? I mean everything was fine other then signs of pump was starting to fail. The power/ground was removed before any work was done. The electrical plug did give me some issue coming of and the back side came out but wires didn't so I push that rubber part back on as well the cap. Once disconnected I did a full visual and it looked good so I didn't expect any issues once new pump was installed. When I turned the ignition on. I didn't hear the pump as in the past. I tried swapping relays with no different results. My thinking was to take a test light and check to see if I am getting power to the plug and pump. I was also going to plug the old pump in and see if it working as well. Basically trouble shoot and go from there. Maybe you can give more in depth on what your thinking? Thanks
I'm not really sure how to jump. I just thinking it wouldn't really be a big issue to just lower the tank and start by testing the connector to see if it working or maybe just got a bad pump?. Like I said everything was disconnected before it was replaced so It shouldn't be hard to find out what's going on.

Check out @HeyYou from 2011 here, basically you wanna jump 30 to 86. Whatever you do leave 85 out of it because that's a ground and you don't want to jump hot to ground
