RE: Plugged Cat
First order you a fastman simm at www.thefastman.com ............, connect the four wires off the old O2 senor to the simm, I used wire nutz & black tape, mount the simm on your frame rail, then take a saw or even better an electricsaw cut 2" to 3" behind the cat, cut off and remove the old system, take a long metal rod [2 foot] and B.F. hammer and start to punch it after doing this serval times, take a shop vac and suck, reving the motor also works well, and get your new muffler hook it to the 2"-3" pipe, hang it then go yo the muffler shop
Aslong as you do the gutting [NOT the shop] he well problay do the install

RE: Plugged Cat
First off do you live in a State that requires smog inspections. If you do and you gut your cat you will eventually have a problem.
Now to your original question, yes a plugged cat will affect your fuel mileage. If the cat is totally plugged it will also cause the engine to stall. A partially plugged cat will cause loss of power as well as poor mileage.
