I didn' t know they had them either. I wish PA'd do that instead of having us get two inspections every year (safety and emissions). Costs $70+ to get it all done each year, plus $60 for registration.

Yeah, Colorado was the first state to have them. The ones that we have are set up on an on-ramp to the highway so that people are accelerating through them. The set a truck up and make you drive betweencones to get a reading. If you go by one of those trucks twice in a year and pass then you don't have to take your car in for an inspection.

Actually if you shut your engine off you will fail! A lot of people get scared by them and lift off the gas. This actually raises the emission levels that your car is spewing out. The best way to pass those is to just be cruising, not accelerating and not decelerating because that's when you are going to be producing the least amount of emissions. It's nice because you get to choose how your car is tested and they don't load it up on a dyno and chase a speed line that goes from 0 up to 60 with accelerations and decelerations in the middle.
