Its a tad low, I wouldnt worry to much. With my driving habits where I love to hear the exhaust, intake, bla bla bla I get as low as 14-16, now being easy on it I get 18 then again I have the 4x4 Club Cab, the 4.7L with the 3.92 gears and 265/60-18s which are an inch shorter than your tires. Highways a different story, 70-75 mph I roll right around 20-22 depending on terrain. Moral of the story, get the cure for leadfootalidous it'll help

How's your driving style? I have the same setup as you (assuming yours is auto) and I get 14-14.5 around town but I enjoy the sound of my exhaust way too much so I'm always stomping on it
I would say I pretty much have a non-aggressive driving style. I try to stay off the gas pedal too much, but every now and then I have to get on it a little bit. When I've done my mpg's, I haven't been using the trip odometer like I should, so I'm not accounting for the tenths of a mile. That could be throwing my calculations off a little I guess. I just put new spark plugs in her (not the 3223's, but Autolites) and the engine runs really smooth. There are no fault codes showing, and the tranny seems to be performing like it should. My dak only has about 34,700 miles on it, so I seriously doubt it's any faulty sensor cause that would normally trigger a fault code. May be brakes dragging some, but don't smell any odor. Other than tires might be a little underinflatted, not sure what it could be. What pressure do you run your tires at? Mine are 275/75-16's, and I'm running about 36 psi right now.
I run 35psi all around, 265/75/R16 All Country LTX's. Your tires are slightly larger than mine, not sure how much that would affect your mileage. Only things I've changed engine-wise are exhaust and 3923 plugs.
