You might want to do some in depth research before dropping any coin on it.
From everything I've heard and seen, the ONLY thing that carried over from the 07 to 08 engine was the block. I do know for a fact that the cylinder heads are a completely different configuration from the last GEN of Dakotas (including 2 plugs per cylinder). The intake is also different, at least appearance-wise. So, I seriously doubt that the manifolds will swap out.
Unless you've got confirmation from a reputable source that they have the same intake port layout, bolt pattern, etc I'd say this is a no go. But then I've been wrong b4.

I don't think a tune is necessary for just changing out the intake manifold. Someone correct me if I'm wrong, but changing to the 08 manifold isn't going to force more air into the engine just make the path for the air shorter and a little less resistant. From what I have read, the 08 manifold doesnt make much of a difference in hp until you are turning 5000rpms anyway. And I think the adapter plates and gaskets should come together.

The adapter plates are to convert your older style throttle body to fit the new style mounting point. The manifold itself should bolt right in, with the exception of I believe EGR stuff possibly being in the way. It will move your power higher into the RPM range if I am not mistaken.
Sorry if any of this is wrong. It's all from memory after reading the AIR Ram conversion threads in various places around the interwebs. I was never too concerned with memorizing it all since mine came factory installed
