Looking at an '07 Ram 1500
He's sold his F-350 because it's practically useless. It's one sweet *** truck, but for the amount of driving we do, it's nearly impractical. He bought a Honda Accord, but all that did was obligate him to be in the car he was paying payments on for the majority of the time which he definitely doesn't want; he wants to be in a truck, something he can't do with a single cab gas sucker.
One of the reasons I would like to see him purchase through this particular dealership is they offer lifetime warranties on all of their vehicles. With this said, however, I wouldn't want to see him offer anymore money than he already has. I paid $18,500 for my 2005 Ram with 26,000 miles, so if they take his offer of $20,400, I think he'd be ALRIGHT considering it'd be two years newer and have 4,000 less miles. At the moment he needs a vehicle, so time is ticking. If he can get into one of these Rams for what he offered, I think it'd be wise for him to ****** it. Personally, I'd pick the charcoal sport package. It has 22,000 miles and it doesn't have a smokers smell in the interior. Plus he can attack the crap out of them with the lifetime powertrain warranty.

If that is the best you guys can find there it is time to look at other dealers. Why would you want to get a truck that you already described as beat just so you can "attack the crap out of them with the lifetime powertrain warranty." Seems kind of pointless to get a truck that you know has problems just so you can try to stick it to the dealer with warranty repairs.
I'd search on Auto Trader to see what the avg. prices are. I know in Jacksonville, NC everything (especially 4x4 trucks) are hella expensive, along with everything else because it's next to a Marine Base. Everything near a military base is expensive because they know they can get what they are asking for because if you turn down a vehicle, the next dumbass Marine behind you will buy it at sticker, above retail. </rant>
Anyways, I'd go to Edmunds.com and find out the TMV of that vehicle. It sounds like that dealer is trying to play hardball and you nor your brother need to give in. If they got that vehicle for $22500 like they said then they would probably have to sell it for at least $25000 to make any kind of profit after their expenses. They probably bought it for $17000 or so as a trade-in or as low as $14000 at an auction.
I'd call the guy up, tell him you'll give him no more than $19500 and don't call him anymore after that. If they are really trying to sell this vehicle, they will call you, otherwise, you saved yourself from getting ripped off. You'll find a better deal in a week or so anyways, that's how the car buying business goes.
You can also go on Carmax.com. They have vehicles from across the country and if you see something you like they will actually ship it to you. However, you have to buy it first which leaves out the test drive or anything. Most of the cars are in really good shape though.
Btw, I bought my truck in January with 42,000 miles. Perfect condition, new tires (suckyears) for $14200.

If you paid $18,500 for an '05 and you are trying to steer your brother into an '07 for $22k that "looks beat and needs work" then you have a whole lot more $ (or credit) than common sense. Both of those deals are $5000-6000 over the going rate, and that would be if the '07 was in mint condition.

Prices in your area are nuts. I can't believe how much your truck cost for an 05 or how much they want for those two trucks you posted up. If it was me, I would look elsewhere. I mean, you are recommending the charcoal truck which you described as:
