Default HID Woes...bad ballast?

Okay, well of course when Tim goes out of business, I start having problems soon after. I usually feel that I know alot about HIDs but this is starting to bother me

When I cut them on, one side will have a very dim flicker but I will cut them on/off three or four times and it will work. This started after unhooking my battery for two days. Bad ballast? Obviously not the bulb..what y'all think

You could always swap the ballast around. But I would also get my meter out and measure the resistance on the resistors he has on them and compare the numbers to the other side.
