You shouldn't hear the fan on a cold start. There is no need for cooling on a cold engine. When the engine is cold, the fan should free-wheel, or nearly so. When it's hot, the fan should be difficult, if not impossible to move.
You could reach in with a rolled-up newspaper and try to stop the fan when it's cold. Sounds risky, but it should answer your question. I would think on an '08, the clutch would be fine, though.

yes....there is Flex-A-Lite #180 witch is universal and the #183 more specific to our trucks..
