And the PCM has no clue that that particular sensor is lying to it. 
So, it interprets that the only way it knows how. Bank 1 is likely running excessively lean, so, the rest of the exhaust does as well.

Those are always the fun ones..... It's not a code that sets instantly though, the computer has to see the correct (incorrect???) conditions for X amount of time before it actually starts whining about it.
