After cleaning and checking all of the connections I put dielectric grease on the connectors. I have run continuity checks to the pins at the ECM for each wire in the circuit. I have a 5 volt signal where I should have it. I have checked the ground wires and all are ok. What am I missing?

According to what I have read, a weak battery, or slow starter motor can cause that code as well....

Is there some specific procedure that needs to be followed to install the sensor? I know some engines are REAL picky about how it goes in......

This is true. I'd say it preserves the connection from eroding over time, but it certainly doesn't improve it when applied.

I put in a new timing chain and guides. Timing is exact, new spark plugs and new OEM cam and crank sensors. New ECM that is programed to my Vin. Now truck will crank but not start without any codes being generated.

Getting spark? Got fuel pressure? Injector pulse? Does the fuel pump prime at key on?

Yes I have all of them. Just checked the spark all is ok. Smell gas from the exhaust. Fuel pump is ok. Charging battery now

Completed a compression test. All cylinders at 140-145.

Guessing you used a meter to test continuity. I'd double check the wires with a test lamp to make sure the wire is capable of pushing current,. If the wire seems good with that higher current test, next would be to probe the wire with a scope to see the signals when operating. That involves pretty expensive equipment, and a mechanic that knows how to use it.

Starting to look like you are getting too much gas. If you have a scanner, see what temp the PCM thinks the engine is. Pull a couple plugs, are they wet?
