Noise at start-up driving me crazy!

Many times a roaring sound is symptom of failing fan clutch. In this case, the fan clutch being too tight. You are used to the sound of a free-spinning fan on startup, but when the fan clutch gets stiff it pushes more air on start and make a roaring sound.
The good news is that this is not a problem. A tight fan clutch will reduce your gas mileage because it is an extra load on the engine, but otherwise won't cause any harm.
To be honest, I don't hear a problem in your video, but since you describe a roar I'm offering fan clutch as a place to look.

starting a new work project where I will be driving 35 miles one way so I just wanted maintenance to be at 100 percent before I put the miles on
Nice to have people around who know what to do rather than asking for a moment while the “look that up”

is it safe for me to drop the drive belt and just barely fire it?
no timing issues that way?
I am a highly skilled craftsman NOT the MECHANIC so I want to be sure. The last vehicle I kept this long had points!

No worries.

That was about my daily commute in bad traffic (pre-covid) and I'm nearly at 320K miles on the Dak. Every time I pull the belt off for varying reasons (last time was for installing new lifters, before that was new water pump) I spin everything by hand in the belt path, listening carefully for any dryness/chalkiness. My idler and tensioner pulleys now last forever because I pop off the "sealed" bearing caps and push extra grease into them as they dry out. I also spray penetrant into the fan clutch springs, etc. Keeps things working nice and smooth and extends life indefinitely.

So long as the engine is fairly cool, and you don't run it long, it'll be fine. Do NOT drive it like that.

You can run it for about ten seconds, just long enough to see if the sound is there or not. The serpentine belt being gone means no coolant pumping, no battery charging, no fan, no power steering etc. Does not affect timing... that's the job of your timing chain. Yeah, def do not drive!

Here is the video without the drive belt. I talked to the guy who had it for 9 days trying to figure out the problem and he hears it but is not sure the cause either. He did a list of 9 items I gave him with the intent of him becoming intimate with the vehicle for more knowledge of the NEW sound in an OLD truck. Maybe it is just time for me to give this one to my 28 year old boy who really does have some mechanic experience. I am getting too old to start chasing demons.

Is it just me or does it sound as if something like a tensioner was spinning a lot more than it should in the video above? It may have been the tensioner on the bottom left of the video (the one that was spinning).

I changed the upper one about 6-7 years ago.
you know I am already ordering one of the Mopar OEM variety so wish me luck.

Umm, the belt was off, which means the tensioner wasn't engaged or spinning. What you saw turning was the crank pulley. The sound is still there and everything in the belt path has been eliminated.

Starter has been been replaced you said? So you're going to have to listen really carefully. If you leave the belt off and start it, it will eliminate a lot of other noise, but make it short each time and hook up a battery charger, if you've got one. Now, the problem could be internal but really hard to say without being there in person.
