Noise at start-up driving me crazy!
Umm, the belt was off, which means no tensioners were engaged or spinning. What you saw turning was the crank pulley. The sound is still there and everything in the belt path has been eliminated. Starter has been been replaced you said? So you're going to have to listen really carefully. If you leave the belt off and start it, it will eliminate a lot of other noise, but make it short each time and hook up a battery charger, if you've got one.
Got a Mopar 53032130AC arriving on the 19th. That is the other tensioner I should have replaced when I did the easy one. I will do that first and if I am still not happy I will have to dig deeper. It screams like a scalded dog when I ask it to so I guess you can't ask for much more than that at eighteen.

Sorry I wasn't clear about harmonic balancer picture. What I was looking for was a front shot of the harmonic balancer. It appears in one of your pictures that there is some dampening rubber sticking out of the front. I'm referring to the dampening rubber that is between the two rings of the harmonic balancer. If this has failed then you may get the noise your describe.
If you still have the serpentine belt off, try turning the outer ring of the balancer like it was a steering wheel. See if you get play. You could also paint stripe that goes across outer ring, dampener, and inner ring to see if you get slippage on start.
The front of the harmonic balancer should be smooth across its face and perfectly flat.
The balancer is the one part of the front belt drive system that turns when belt is removed.
The picture I'm looking at is the one that says, "New MOPAR water pump and cha ching". I see the harmonic balancer and looks like the inner and outer rings are not aligned. I also think I see some rubber dampener sticking out. May be the picture angle though and I'm seeing a mirage.
