Talking Back up lights not working

My reverse lights aren't working which isn't a big except for I just moved to NY state and vehicle inspections are a must. I am told that my switch on the 99 Dodge Gran Caravan is inside the transmission. Also in the winter it takes some time for the transmission to engage. Reverse is good but I have to rev the engine for a period of time, the colder it is the longer I rev. So I guess I wanna know if these are related in any way and if anyone knows about the bach up light repair.

no correlation between reverse engagement and the light. you have 2 separate problems.

first the lights, verify the bulbs are good, check for power at the sockets check fuse, get a wiring diagram and to be able to check for power at the switch.

Bulbs are good.
Fuse is good.
As far as the power to the "switch" I am having a hard time finding the switch. I have been told that it is inside the transmission case.
Don't seem to have juice at the socket on the light housing.

I did use your diagram to fix my cruise control. Duct tape on the vacuum line. Notice vacuum spelled correctly.
Am I missing something Tizzy? I see no pictures.
Nevermind, I see them now.
