96 GCV, AC problem

Question 96 GCV, AC problem

1996 GCV, 3.3lt, 203K miles.

Just replaced my compressor and dryer.
Has a local shop vac it down and charge it up.

I was sure to give the mechanic to card attached to the new pump that stated it had 1.5 oz of oil already in it.

I have no idea how much more oil he put in.

At idle, the air is cool at best. I have to be doing 45mph to get cold air.
I checked the low side pressure and it was pretty high, so I burped off about 10 lbs.
It's been very hot here, over 100, for a month.
Coming home from a roadtrip in 112* heat, my temp gauge started to rise.
I've never seen it go past half... EVER!

Would an overfill of oil cause these problems?
How can I tell if the system has to much oil?
Can you drain oil out without losing charge?

Did you replace the expansion valve?

I did not.
The system was working great, until the compressor pulley went bad.
I replaced the filter/dryer just because it's easy to do and seemed like a smart thing to do.

I suppose I must have the system discharged to replace the valve, right?

We had to back away from that deal.
The seller had way to much debt, I guess he was hoping we wouldn't find out.

The center is in foreclosures right now, so we're waiting to hear from the bank.
They are aware of our intentions.

I may be heading to Utah to help a failing bowling center there. (1200mi with a flaky AC )
Hard to turn a profit when nothing runs. PinCup to the rescue!
That will kill some time and I'll make a buck while we wait for the bank to do it's thing.
