Remove the washer bottle, I know you think I'm nuts. But next to the washer bottle and the hinge you will fine some fuseable links. remove the tie strap and check each wire with a slight pull. You may find a blowen fuseable link.

The fuseable links are not taped up. It would tie straps holding them together. It on the driver side just below the hinge.

Question

ok removed windshield washer res and checked still no fusible links, so I removed the relay box thats next to the ecm/pcm and all there is us a fat harness which connects via bolt to a plug on the firewall and a smaller one that splits off of it over to the passenger side of the van

there are fuseable links near the firewall right by the master cylinder!!!!

I find a common failure is major corrosion in the bulk head connector. caused by washer fluid dripping onto the connector. Washer fluid is corrosive!!!

I have a 1995 and found my fuse links in the wire harness loom next to the diagnostic connector. I'm sure the links are not your problem but that's where they are on your van. did you ever verify you are getting power to the coil or pcm or asd relay or fuel pump?
