Maybe it's not insulated well enough from the frame? Did you put a plastic washer between the frame and the antenna?

other than the plastic washer on the ant. mount where the ant goes through the bracket, though I actually think that might be my problem, because someone took my previous ant. off, and lost the original washer so i had to use one of those washer thigns that you get in some stacks of blank CD's. I got a new mount for my bumer though, once I get some money saved up Im getting a pc78 elite, some mini 8 coax, and a new ant mount.

There you go. I mounted my whip on my bumper this weekend and it works really well. the only thing I can say is be careful about how you use the plastic bumper cover. It just pops off with plastic clips. I broke off my outer clip and drilled my hole there so I didn't have to make a hole in my bumper. The mount I had went right through the hole no problem. But when I put the plastic cover on it took up most of my threads for my mount. So I suggest make a bigger hole in the plastic than just the screw.

my cb is broke...I think. If it isn't it is still good excuse to give the wife to buy a new one with the bluetooth feature for $169 (that models includes the weather channels)
