Sure, spring packs specifically designed for the amount of lift you want would be "best"...... but, that is also THE most expensive option.

All a matter of perspective, and budget. Blocks are cheapest, AAL's next up on the list, with replacement spring packs being the top of the price charts. Most folks don't really have the knowledge to build their own...... and I personally wouldn't want to just put leaves together until I got the lift I needed, that would run into the same problems as you ascribe to AAL's, too stiff of a spring.
Re-arching the stockers is only a temporary solution, as they will settle dramatically over time.
I am not a big fan of blocks, I don't like what the geometry of them does to the rear suspension. AAL's only go up to 4 inches or so, any more lift, and you need a combination with an additional block.... my truck already HAS like a 4 inch block back there, and I am REALLY adverse to stacking blocks....
Not a fan of body lifts either......
Sure, anything other than a replacement spring pack is simply a workaround, but, for most folks, they work reasonably well. For a full-on race truck, cheaping out just isn't an option.

Buy a used G50 pack and beef it up with Blazer leafs. Cost me under $100 to do that.
Shackle flips move your wheels forward inside the wells. Bad news.
