Alright I got a rear axle with a flipped perches and blocks in the rear. I want to lower it back to stock as it will be daily driver, can I just use smaller you bolts? Or will I have to cut the perches and put them back on top of the rear axle?
What you are saying does not make any sense to me. The 4x4's have a 3" block from the factory. It sounds like you are saying the spring perches on the axle are on the bottom and the spring wraps under the axle, but that would lower the truck and reversing that would lift it.
No the perches are on the bottom of the axle. As in the ubolts are over the block like an upside down U. They loop over my leafsprings and hold the block on top of the axle in place. In the diagram from the dealer the ubolts face up and the perches aka were the ubolts bolt into are on top of the axle. I guess a pic would clear it up real quick but I hate uploading to this thing.

If the picture shows our u-bolts with the ends pointed up, it is wrong. They did that on the 3rd gen Rams, but all 2nd Gens have the u-bolts with ends pointed down.
U-bolt flip is what it sounds like to me. Just need a smaller block maybe shorter u-bolts. U-bolt flip gives no lift. Less hanging down to get snagged on.
Alright here is the pic removing that block would take it back to stock? What size is a stock block and ujoint? The diagram from the dealer helps none because it has the ubolts going the opposite of the ones I have on my truck.

On the half-tons, I think the stock block was like 3 inches? and some change perhaps? They also had the integrated bumpstop, which I do NOT see on yours.

The factory 1500 leaf block is 3" tall with a cast in bracket on the inside of the block for the bump stop. Just like heyyou said.
The u-bolt orientation is factory.
How do u-joints have anything to do with this?
The rear question here is why do you have so many leaves in your leaf springs? My truck has 4 or something close to that plus an overload. That looks like somebody tried to increase the weight capacity. It doesn't look like they gained any height. I think that pack might be bigger than the one in my dad's 3500 Chevy dually. How does it ride?
