Default Top cigarette lighter works but the bottom one doesn't

My top cigarette lighter works but the bottom one doesn't, it hasn't worked the entire time Ive had the truck. Does that one by any chance have a different fuse and is there an easy way to take it out? Also is there any common problems with it? Thanks

They are fused separately. It is too cold and dark for me to go look and my manual is out back. Wiring diagram has it - that's where I found it when I fixed mine, but I cannot remember where or which fuse.....

The power outlet fuse is in the PDC, the cigarette lighter fuse is in the interior fuse box.
