Okay so turns out. The reason the speedo wasn't working was because the black/blue wire had split. I fixed that the same time I replaced the vss, turns out that the new vss is apparently bad. Because out of curiousity I plugged the old one back in and spun it and the speedo jumps up.

Well then.....

Ok, seems the signal wire (white/orange) splits at splice 131, and runs off to both the cluster, and the PCM.... since you are getting the five volt signal at the pcm on that wire...... I begin to wonder if we aren't looking at more than one problem. The cluster may indeed be bad...... (there is a board in it that does the logic to control the needle sweep on the speedo) I hate to put you thru it.... but, pull the cluster, and see if you are getting 5 volts on connector 216 (black one) pin 4. Should be white/orange there as well.

I'm currently reassembling the truck so I can take it for a spin and see if overdrive and the tcc are working since I now have a functioning speedo and vss, maybe it will work properly. I'm crossing my fingers

Good news, the speedometer, overdrive, and TCC lockup are all working now. Just gotta try to take the junk new vss back tomorrow to get my money back.

But one question, what speed is normal for the tcc to lockup? Mine doesn't seem to lock till roughly 50-55mph in o/d only, which seems strange to me but i'm used to chebys that lockup 3rd and 4th pretty much anytime above 40mph or so

The speedo is off slightly with those size tires. So the speed it's shifting at is ok.
