Yeah haha I wanted to do a 3 inch leveling kit because my rearend Is soooo high lol. That is higher on the list before a suspension lift. I felt the pain of no leveling kit when we were gf through a dry channel in a field with a hay rack and I almost bottomed out on some boulders in the front. But my rear is pretty good.
Too much snow and about 100 too few deer to be my back yard....heehee....
+1 on Merc's suggestion to check compression. you don't want to pile a lot of time and money into an engine that is not long for the road.
If it tests good, you may want to consider adding a new double roller timing set when doing the intake (plenum). Another add that will make a difference in HS 1.7 rockers. Costs about what facny valve covers will cost, but offers more performance value.

Save that CAI money for better thing's they do little for mpg and hp. 16 mpg will be at the very best high end of things, don't expect much more than that. I am not one for using a tuner on a 96, yes some do but not me. I would hunt down a Mopar performance pcm

My brothers '69 Camaro with 3.08's would turn 140mph like nobodies business at 6,000 Rpm then he swapped in 4.11's and it would only do 126mph at 6,000Rpm but it got there VERY quick lol. Your fuel efficency really goes down unless you make up for the gear ratio with your tire size, which in that effect puts you back at square one. 3.55's are plenty good for a Ram with stock size tires.
