Should I tow this?
You need to find someone that has a car hauler or rent one if possible. Out here once you get to around 4500kgs you need an endorsement on your DL, full written and then a driven tests are done, yep with the trailer loaded.

Here it doesn't matter if you have a Dakota or a 1 ton dually cummins, combined truck/loaded trailer weight cannot exceed 4500kg (9900lbs) unless you get a yellow sticker. It's just a money grab. You can get a sticker for 3 months, 6 months and yearly I believe. AND.. Even if you have the yellow sticker but you havent upgraded the registration of the vehicle to a higher weight (higher fee) than you are still illegal. Stupid eh? I know LOTS of people that have towed way more than 4500kg illegally and got away with it but its just if the MOT suspects you to be overweight and you are, they'll throw the book at you.
Here in michigan, if you gross combined weight is 29,000 pounds or more, you need a CDL.
I think it just depends on the cop you meet up with. If he wants to be a dick, he can. Last time I moved from OR. to TX., I used a 27' U-Haul towing a 17' travel trailer. Combined length was too long so I called the state and told them about it and asked about permits. They said, don't worry about it. I didn't, and made it just fine.

Wonder how much the fine would be for towing in Ontario without the sticker?
^^^^ Like you posted depends on the person's mood. He has the OPP, RCMP, possible city Police, MOT, and maybe one or two more he has to get past. Out here there is points added to the DL, possible DL suspension, possible insurance suspension, possible vehicle impound, fines, tickets and more. Not worth the risk in my op. The OPP is not to be messed with at all, they can be tough.

BC put in these towing laws to help keep others safe on the road. You get someone thats overloaded they lose control, kill someone and they walk away unhurt. It's there fault that that person was killed due to recklessness or inexperience in towing that weight or size of load. It was not right so laws came into effect to protect us. The older snowbirds had a hard time with this law when it came into effect, they had to do the full test and many could not pass it, so they sold their trucks and rv's off and now fly south.
Edit: Automakers jacked up the tow rating on there trucks and every Tom, Dick and Harry figured they can go tow 30,000lbs and be safe on the road NOT.
