Emission Test Failed ! (California smog) - All Other Pass. 95 Ram 1500
So based on that test , what you think? maybe the plenum still holds or is hard to tell? as from my reading could be some false readings too by the testers or maybe that is not 100% how is done.
I seem to recall not many people have much confidence in that test. Best way to check is by taking off the throttle body and looking into the manifold. If you see fresh oil (not baked on from the PCV) then you have a bad plenum.

Update on the smog on sec. smog check that i did today!
"FAILED" Again... wow.
Here are the compared results:
First test:

and today's test:

I told them that i change the oil+filter,pcv valve,and the O2 sensor (ngk)
and they said that a after market can read 10-20 times higher emission than the oem one,so of course they advice that i put a oem one!, and before i went to smog i drove it for about 30 miles and i went in to do the smog.
This time the dude that did the smog , said that :
*pcv hose not fuel rated

*also not they telling me that the CAT is not california Carb approved! , so i did in 2012 the smog and it passed and no one said anything and now this!
The cat was changed in Oregon i think in 2009 ,and then i got it from my brother at end of 2011 , so in jan 2012 i registered in california and did the smog.
All this is so confusing... Now not sure what will do next , what steps to take.
Truck runs fine, except does not pass emission , is not even smoking...
Anyway , Any advice on this matter?

Move to a friendlier state?
If they say your cat isn't Cali Carb approved you're going to have to get an approved cat, might be better to let a shop install so you have some record of it...
Only other advice I can come up with is talk with as many other Ram owners in Cali that you can, they're your best source of info.

As I said before, put a new cat on. 45K miles is quite a bit for an aftermarket cat, and it being non-approved can't help... I wouldn't waste any more time or money dicking with little stuff, as whatever you have done so far has had no effect (actually, negative). If the truck doesn't have anything majorly wrong with it (vac leaks, burning oil, misfires) there aren't many other culprits besides a malfunctioning / burnt out cat. I would bet my money if you replaced it with another you'll pass with flying colours. Also, stick the stock O2 back in and return the one you bought if you can.
Did the tech actually get a p/n off the CAT? Not all techs operate the same here. If they don't plainly see the number, they fail you right away on visual. Sometimes they'll just stop right there. Sometimes they'll continue the test for the benefit of the customer to know what else is going to happen.
If the p/n is not approved, then why didn't he state it the first time?

Replacing a CAT here in CA is roughly $350+.
Buddy of mine in a 99 Ram had a CAT also not approved from CO...and he was sacked to buy a new one.
