Try the pipe wrench first...... you can get the angle on it.

Worst case is, take it to a muffler shop, and have new bungs welded in.

When is the best time to take them out,when the the pipe is hot or cold.driving wise.

How brave are you? A hot pipe will make it easier to get it out, but, can be a bit more hazardous to your health.
