Make sure the line to the vacuum reservoir is there as well. The res. hides under the cowl there.

So you have to take the vent cover off to get to it I'm assuming?

Remember what I said before if all vacuum lines and check valves check good under the hood the only other vacuum lines are behind the dash that run to the HVAC box and to the switch.

If you aren't getting any vacuum leaks, then leaks are not your problem. Lack of vacuum is. Maybe installing a larger reservoir would help.
