Wouldn’t the valve be stuck even if the truck was lifted though?

It takes a LOT less effort to move the front tires when there isn't any weight on them.

Your fluid really didn't look like air in the system was a problem. (to clear and clean.) If there was air in it, it would be frothy, and you would actually SEE air bubbles in it. Since your steering is actually powered turning one direction, that implies the pump is doing it's job. But, no power at all when turning the other direction, regardless of where you start from, indicates that the valve that regulates fluid flow thru the steering box is NOT doing it's job. It is 'torque sensing', the harder you turn the steering wheel, the more assist you are supposed to get. You aren't getting any..... so, bad valve.

I don't think you will find anything under 300 aside from the remans from the parts stores, and those are a real crapshoot...... more often than not, the box you get, is worse than the one you are replacing.

Redhead, Borgeson, and Bluetop are pretty much the best. None of them are cheap.....

Safe to drive? Since you are aware of the problem, I could only say "Kinda". If you find yourself in a situation where you need to turn sharply, quickly, in the direction the truck really doesn't want to turn, you will be screwed..... along with anyone else in your path. If you have something else to drive, leave the truck parked until you fix it.
