I am putting "eyelids" on to help with the cutoff. I have the head lights turned down 5 turns and no one flashes when I'm on low beam. When they were at stock hight, everyone flashed me. I don't run the fog lights when cars approch me, but when the road is clear, I run all the lights. The low beams, fog lights and the Hellas are all relayed to my hi beam so one flick brings it all down to low beam only. I can also just turn off the Hellas when a car comes around a corner along ways off and leave the fogs on untill they get into normal hi beam range and turn them off as well. I don't want to pi$$ anyone off and draw attention to my all out bright lights.

You really need projector housings. The HIDs might melt the stock housings. Not to mention, there's no cut off which will scatter light everywhere and blind everyone.
It's also illegal in every state to put HID's in vehicle that did not come with them from the factory. As long as you use projectors, you won't get hassled and will pass inspection.
HID's with correct cutoff and that are SAFE, should look like this:
